This project is currently the largest scientific research cooperation project between China and Russia. At present, both China and Russia have reached consensus on technical terms such as technical requirements and technical specifications, and have made clear the specific division of labor and the project implementation roadmap for both parties.
According to reports, China and Russia will play their respective advantages in the joint development of heavy-duty helicopters to jointly develop a large-capacity helicopter with high loading capacity and high transportation efficiency. This model is positioned to give priority to satisfying China's needs, develop in accordance with China's national conditions and the most urgent needs of heavy-lift helicopters, and will have good plateau performance. Huang Chuanyue said that China-Russia joint development of heavy-duty helicopters is expected to be 38 tons, its internal load will reach 10 tons, the external loading capacity will reach 15 tons, can be more than 3,000 meters above sea level in the plateau, mountains and other complex environmental tasks. On the engine side, it will use aviation power equivalent to that of the Mi-26 heavy-duty helicopter in active service in Russia, and demonstrate the technical advantages of China and Russia on key technologies such as rotors.
On June 25, 2016, under the witness of the heads of state of China and Russia, the competent authorities of the two countries jointly signed the "Intergovernmental Agreement on Heavy Helicopter Projects" in Beijing. The signing of the agreement laid the foundation for the promotion of project contract negotiations and the smooth implementation of safeguard projects.
